Code of Practice (CoP)

 
sEN 378 under implementation will cover part of CoP (also many other directives and standards)
cEU/National laws/directives/standards regulations need to be included and clarified on a practical level
cTrade committee need to implement EN 378/CoP
cAlso (later) comment on drafts in EU standardisation process (CEN)
CoP follow laws and laws support CoP
cThe CoP will:
c- Support improved standard of installation/service in the sector;
c- Be consistent with the National legislation and other relevant legal requirements and accepted industry/trade practices;
c- Provide details of the general legal requirements with respect to design and procedures for maintenance;
c- Meet objectives in the areas of environmental protection, customer protection and health and safety aspects;
c- Meet requirements for the certification and licensing system;
c- Be developed in close collaboration with representatives from the trade and organizations from different sectors and relevant authorities. This will be done through interviews, survey and by conducting a number of consultative workshops.

c* Agencies actively involved in assisting Romania are UNIDO (lead agency) , Swedish International Development Cooperation Agency (Sida) and the Stockholm Environment Institute (SEI), Ministry of Environment and Water Management (MEMW)
c* WORKING GROUP Established: July 2006
c- MEWM was responsible to summon this group.
c- The Romanian Refrigeration and Air Conditioning Association ( NC ) initiated the process and supported the MEWM in the establishment of this working group.
c- The Code of Practice will have to be developed and finally agreed upon by relevant representatives from the trade and relevant authorities.
c- Meet objectives in the areas of environmental protection, customer protection and health and safety aspects; The Working Group (WG) was established and consist of representatives form the trade, including representatives from different sectors (importers/distributors of refrigerants, representatives of companies providing service to both mobile and stationary air-conditioning) and relevant authorities such as the MEWM, Ministry of Industry, Ministry of Commerce, the Environment Protection Agency and the Standardization organizations (authorities responsible for pressure vessels, safety of flammable refrigerants are also involved in the work whenever questions are relevant to their responsibilities).
c- The Romanian Refrigeration and Air Conditioning Association (NC) initiated the process and to provided needed support the MEWM in the establishment of this working group.

c- This Romanian Refrigeration Association has succeeded to achieve sommes objectives:
c• Protection of the environment and management of the refrigerants;
c• Development and establishment of a Code of Practice under the National CFC Phase out Plan for Romania Certification of the professional competence of companies and specialists working in refrigeration and air conditioning, training of specialists by means of courses - Project SWEDEN cooperation;
c• Second hand equipment
